What is BOV and who has to complete it?


Google Business Operation Verification, often shortened to BOV, is Google’s way of verifying advertiser's business model and practices. Of course Google wants to keep scammers out. But in real life, BOV often feels less like a security check and more like an obstacle course designed by someone who really enjoys paperwork. What should be a simple step by step questionnaire turns into a maze where you often have to submit same documents on various places, or you have to state the same information more than once, which makes it confusing.

What makes BOV even more unpredictable is that in comparison to basic Google account verification that every account has to go through, BOV is not required for every account from the start. Some businesses never see it, while others need to verify ad accounts frequently. BOV often appears when Google notices something it doesn’t fully like... a blocked ad, a policy warning, unusual activity, or anything that feels even slightly “shady” to the system. In those moments, Google decides it wants a closer look, and verification becomes mandatory.

Tips for smooth BOV 


As Google doesn’t clearly explain why some submissions get rejected (if you don't count very general notes about missing documents, even though you included them), this is where most companies get stuck.

We often see businesses fail verification because of tiny inconsistencies. One of the most common issues is something as simple as a legal name being written slightly differently across documents and forms. Maybe the company name on the registration papers doesn’t perfectly match the one in the application. Maybe a trading name is used in one place and a legal entity name in another. Make sure your legal name matches.

Another frequent problem is not clearly mentioning all the parties involved in the business. In many cases, there is an affiliate, an agency, a media buyer, or an end client behind the campaigns. Advertisers sometimes leave this out, either because they think it’s obvious or because they don’t realise how important it is. For Google, most of the verification is about the end client. If someone important is missing from the picture, it immediately raises questions about transparency.

Regarding the BOV structure, the process isn’t very intuitive, and it’s often repetitive. Google asks similar questions multiple times, just in slightly different ways. Google isn’t trying to waste your time, it’s checking whether your story stays consistent from start to finish.

A good example is access and campaign management. Google might ask who is creating the campaigns, and later ask who has access to the account besides the end client. From an agency’s point of view, the answer is basically the same: the agency manages and accesses the account. But you still have to explain it twice, clearly, and in a similar way. The same goes for documents and proofs. Sometimes you need to upload the same or very similar files again, just to support another part of the application.

Individually, none of these mistakes seem serious. A slightly different name, one missing document, a repeated answer skipped. But together, they create a picture that doesn’t feel fully aligned. Some puzzle pieces are missing. That’s usually when verification fails.

Google’s own Advertiser Verification policy gives us the clearest picture of what they expect when they do require documentation as part of verifying your identity and business operations. According to Google’s policy, advertisers whose account type is set as an organization will generally need to provide formal business registration documents showing the legal entity’s existence (for example, a certificate of incorporation, commercial registration, or VAT/registration certificate). For individual advertisers, a valid government-issued photo ID with clear name, address, and date details is required. All submitted documents must be current and valid.
